Dr. Jackie F. Steele

Dr. Jackie F. Steele is a trilingual political scientist, author, international speaker and former associate professor at the University of Tokyo. She has published 3 books and over 30 academic articles on law, policy and intersectional equity. She is a long-time collaborator of the Canadian Embassy in Tokyo and has advised for UN conferences on gender equality, diversity, LGBTQ inclusion, and diversity in disaster/crisis risk governance.

As founder and CEO of enjoi Japan K.K. (2021 - Chikuma City, Nagano, Japan)  and enjoi Innovation Inc (2023 - Vancouver, BC, Canada), Dr. Steele guides leaders on Diversity and Equity for Innovation (DEI) as an evidence-based business strategy. She was selected by APAC Entrepreneur as one of the Most Inspiring Japanese Entrepreneurs 2021 and was featured in the Japan Times Series on Sustainability 2023. She served 4 years as governor of the Canadian Chamber of Commerce in Japan and is a director of the Pride Business Alliance Japan advocating for supplier diversity in Japan. Dr. Steele served as Senior DEI Business Partner for Amazon Japan G.K. from 2022-2023.

Jackie sits on the International Board of SSJJ, University of Tokyo, and she is an activator/investor with Coralus Global. Named an OUTstanding Executive 2023 by INvolve x Youtube for the Japanese market, Jackie has invested in communities championing intersectional equity through her volunteer service supporting women's empowerment as Representative Director of FEW Japan, in supporting LGBTQ inclusion (PBAJ and REC), and most recently, she is proud to sit on the Board of the Francophone Chamber of Commerce of Greater Vancouver

Serving Japan-Canada Business Relations

Between 2019 - 2023, Jackie served as a Governor on the Board of the Canadian Chamber of Commerce in Japan, and Chair of the Global Diversity Management Committee. In addition to advising on diversity and women's leadership, the electoral reform institing a diversification policy for Board candidates, she launched the Experts on Call Network to bring longtime Canadian academics into our business community as a resource to Japnaese media.

Connecting Diverse Women in Japan

Between 2018-2025 Jackie served on the Board of FEW Japan Incorporated Association, leading the Association's incorporation in 2020 and leading the growth and diversification over 5 years as President and Representative Director. With a mandate to inspire, connect and support the empowerment of women in Japan, over 7 years, Jackie led the board in hosting 12-15 networking events annually, curating our flagship Career Strategies Seminar and FEWture Conference, diversifing our board to include 8 nationalites, introducing LGBT and trans-inclusive policies for the Association, as well as the curation of a corporate membersip program that engaged progressive companies in making investments in our growing national membership.

Mentoring UTokyo Women Students

Since 2019, Jackie serves as the Advisor of WomEnpowered International, the women's student group affiliated with the Graduate School of Public Policy of the University of Tokyo. From capacity-building and board governance to sponsor development or discussions on diversity and intersectionality, Jackie collaborates with these dynamic students in their efforts to foster greater equality and a diversity-friendly campus at her former university.

Amplifying Women's Leadership in Tohoku

Since 2015, with funding from the Japan Society for the Promotion of Science and the University of Tokyo, Jackie pursued participatory action research with NPO Women’s Eye to track the change agency of young women in post-disaster Tohoku. A passion project that emerged from her experience of 3.11 with a newborn, a photo exhibit and the research findings have been shared at various conferences and the fruits of this research will appear in a book project with Routledge.

Diversifying Political Science in Japan

Since 2014, in partnership with Kiyoung Shin and Mari Miura, Jackie is co-founder/co-convenor of the Research Network on Gender and Diversity in Political Representation, which hosts research talks for global-minded researchers, practitioners, and scholars interested in diverse citizenship, feminist political science, women's representation in parliaments worldwide, among other critical topics in the discipline.

Building Multicultural Inclusion in Nagano

In 1998, Jackie co-founded the Kochoku (now Chikuma) International Exchange Association, a civil society-led organization supporting multicultural inclusion. She has served as Vice President since 2013, supports the monthly Multilingual, Multicultural Lego Club, and serves as Chair of the Annual Multicultural Play Festival in Shinshu, featuring lego displays, lego building workshops, and free play for all ages, abilities and nationalities.
